Permits issued locally, not by the county. Residential roof replacement permits in North Olmsted go through the City of North Olmsted Building Division at 5200 Dover Center Rd, North Olmsted, OH 44070. Cuyahoga County doesn’t issue the permit here; the city’s own Building Division does, with the county acting only as a certifying and appeals body. SkyeVantage pulls the permit as part of the coordination fee.
2024 Residential Code of Ohio (RCO). Based on the 2021 IRC with Ohio amendments, effective March 1, 2024. Roof assemblies fall under RCO Chapter 9, statewide.
Snow load. The RCO leaves ground snow load as a table each municipality fills in and adopts itself, so the design value varies by jurisdiction rather than cleanly by county. The City of Cleveland’s own adopted design criteria table lists 30 psf, while ASCE 7-22 based third-party references list 20 psf for Cuyahoga County generally. Those two don’t agree, and we have not been able to pull North Olmsted’s own filled-in table. SkyeVantage confirms the exact design value with the North Olmsted Building Division at permit rather than guessing. North Olmsted sits inland from the Lake Erie shoreline, which under Cleveland’s adopted criteria puts it in wind Exposure Category B rather than the Category D that applies within 600 feet of the shore.
Layer limit. RCO caps roof coverings at two layers. A lot of North Olmsted’s 1960s ranch stock is already there or close to it, which means a full tear-off to the deck, not another layer on top, is what code requires.
Ice barrier required, not optional. An ice barrier membrane is required at the eaves, extending past the interior wall line, at all valleys, and around every penetration. Ice damming on north-facing eaves of undersized-ventilation ranches is the winter failure mode we watch closest here.
